Why this matters

Tompion Community Hall is the only community space on our estate. It is the single-storey building at 42 Percival Street.

The Council has asked for permission to turn it into offices for its parking team. If that is granted, the hall is gone for good.

The Council has to take account of objections from residents. Yours counts even if it is short. You do not need to know anything about planning. Say who you are, where you live, and why the hall matters to you.

What the Council says

In its own application, the Council says:

the hall shut in June 2019 for building work
it decided in 2021 not to open it again as a community centre
there are other halls within a 15 minute walk
so the hall is not needed any more

Why we disagree

Every point here comes from the Council’s own application, so you do not have to take our word for it.

We did not stop using the hall. It was shut. We were prevented from accessing the Community Hall - the Council’s own report says it “has not been available for community bookings” since 2019. No bookings does not mean nobody wants it.
The Council used it as offices before asking. Its own Estate Services team worked there from 2021/22 until November 2024. The same application says the permitted use is still Class F1, and that office use needs consent for Class E — which is what the Council is asking for now, after the event. The Council already tried to take over the Community Hall without first consulting residents.
The report says a resident asked for the hall back. That was one of us. The Council’s report notes “some interest from a local resident to return the site to community use”, then answers it by pointing at other halls. Every objection sent from this page is more of the interest it said was not there.
A hall on the estate is not the same as a hall nearby. A hall on our own estate is the one people actually turn up to, so it is the one that gets used and the one that builds something here. Booking someone else’s hall means their rules, their times and their priorities. We would be guests.
The lease runs to at least 2034. There is no rush to give the hall up.
It is still our polling station. We vote there.
